Re: Conference App and Labour Campaign App

I have just gone on to the website to try and download the new Conference app and it says it is coming soon! so I rang the Conference Services Team to find out when I could access it and was told there is no date yet that they could give me.

I find this increditable concidering we are so near to the start of the conference and especially when I am sure delegates want to start planning their timetables to attend Receptions and Fringe Events at this rate it will not leave much time.

The other day I downloaded on to my Blackberry the Labour Party Campaign App it was is so out of date with the main page being a speech from Gordon Brown when he was Prime Minister and the screen freezes all the time and you cannot access any of the pages.

As a party we really need to get our act together and make sure when offering these services to members and the public that first of all they are available straight away and secondly that they work effectively otherwise the party looks amateur or at worst a laiughing stock.

I recived the following response from the Labour Party:

"The Conference App is being developed externally and managed by Conference Services. I've had an email from them this morning and it seems that it's now ready (for iPhone, Android and Blackberry) and so I'm hopeful of getting a link up to it today or tomorrow.

On the other Blackberry App mentioned, that was a General Election app and is not something we currently promote as a 'current' app. That said, it is able to be found through Google and to avoid further confusion Paul and I are investigating whether we can get it taken off the Blackberry App Store."

This is the first time a political party has created an app for a conference, also I have discovered that it is the first time the Labour Party has held its Annual Conference in Liverpool.

The Milton Keynes Labour Party will pay for my delegate fees travel and accommodation only (including breakfast) but no other expenses. However its is fairly easy I have been told by conference season goers, to negotiate around fringe events and receptions that offer food at varying quantities and qualities at no cost.

I plan to give you a daily blow by blow account of my first time as a delegate at conference I hope you find it interesting.

Candidate Selection - Preface

Since being approached to be the Procedure Secretary for the Selection of a Parliamentary Candidate for Milton Keynes South, and now nearing the end of the process, I was just so unaware how much work was involved (Milton Keynes is only second to Corby who have selected Andy Sawford, the son of former Kettering MP Phil Sawford, as their candidate.)
It is a good thing that the Labour Party Head Office in Victoria Street is being more professional in the way it is undertaking candidate selections, and of course since our former MP Dr Phyllis Starkey lost the seat in the 2010 General Election (due to boundary changes) we no longer have the luxury of a trigger ballot, although the process so far seems to ensure fairness and accountablity not only by the Selection Committee but for the candidates themselves, this does mean so much more work for the Procedure Secretary and Regional and local Organisers (if a CLP has the luxury of having one.)
Somehow I have managed to cope alongside holding a full time job but would have been unable to with out the suppport of Kevin Wilson (Organiser) Dan Simpson (Regional Organiser) Ann Black (NEC Observer) and the Selection Committee chaired by Camilla Turnbull.
I do feel that the whole way of doing things needs to be revisited and to be fair to the Party our feedback has been asked for when the whole process has been finalised.
This is why I thought I would do blog entries to try (like I did for the 2010 General Election) to convey what it was like being a Procedure Secretary, it is no means detailed and I have only made entries for when substantial meetings or events etc took place.
I have not however written entries covering all the work involved as that would be too boring and too time comsuming for me to do, but I hope though that my entries at least are of intrest to political obsessives like me or politics students and maybe other CLPs about to start the process, I hope you enjoy!

Selection Meeting for the Milton Keynes South Parliamentary Candidate

Tuesday 28th June 2011
Rushed from work to Camilla Turnballs (Chair of the MK Labour Party) to her house in Bletchley.
When I arrived I was introduced to Dan Simpson (Regional Organiser) and Ann Black (NEC representative), I said to her that the last time I saw you was at the Leadership Conference in Manchester (when she read out the election results), she replied yes and I wonder if I made the right announcement!
Veronica Belcher (Vice - Chair, Fundraising MK Labour Party) was also there, Kevin Wilson (MK Labour Party Organiser), and Carole Braume (MK Labour Party Executive Committee member) arrived after me.
It was all very civilised sitting in a very nice large conservatory.
Dan said that we had to have a brief meeting of the Executive Committee to agree the appointment of the Selection Committee and Proceedures Secretary, and then obviously followed by the first meeting of the Selection Committee.
It was agreed that I would be the Procedures Secretary, and the Selection Committee would comprise of all of the Milton Keynes South members of the Executive Committee.
I did not appreciate how much responsiblity I would have but I like a challenge and I am determined that it will run smoothly on my watch. I was told I would have to agree a budget with the Finance Chair and agree which members from the Milton Keynes South Membership list is eligable to vote with the Membership Secretary but luckily Kevin would do most of this in conjunction with me, I would also need to keep hold of all the CV application forms and forward them to the Selection Committee after the closing date, and that I would receive all the postal vote application forms and pass them on to Dan and Ann after the closing date so that they can check that the resons for not being able to vote on the final hustings meeting is valid.
Also I would be in charge of the counting of the votes and postal votes at the Selection Meeting and supervising the tellers.
Apparantly we are one of the first to select a candidate under the new proceedures and Ann said that after the selection she would value any feedback to take back to the NEC.
The freeze date for members to be eligable to vote was discussed and agreed along with the timetable for the hustings meetings and deadline dates for CV applications and applying for postal votes and for the longlisting and shortlisting meetings.
With that, all the agenda items were completed and I wearliy drove home.

Longlisting Meeting with the Selection Committee

Friday 22nd July 2011
Had the day off so that I could finish off reading the last four remaining CV Application forms.
Typically for most of the day it was nice and sunny, but when it was time to go to Camilla's house in Bletchley I was driving in a downpour!
I was the first to arrive got settled in the nice conservatory again until others arrived.
We recieved 15 applications 11 Male and 4 Female, and went through them one by one and agreed on eight that were to be interviewed in the longlisting round.
My instructions were to find a venue as the Labour Hall would be too small to conduct the interviews email the successful and non sucessful candidates on Monday as the interview date is the 30th so as usual a very tight turnaround.
I had to also email one of the candidates as he would be away out of the Country on that day and find a way of getting round this.
It was agreed that each candidate would have a half hour slot and the range of questions were also agreed.
We agreed the names of the door staff one of them being me and the names of four tellers but needed another one so I will have to get someone else for the final Hustings meeting and vote.
We went also through the proceedures for the final hustings and vote so that I was clear in my mind would needed doing along with the arrangements for the first hustings meeting on Thursday 4th August at the Coffee Hall Meeting Place.
I appreciated Ann and Camilla's comments on the amount of work I had to do although I like a challenge I was wondering if I had bitten off more that I can chew (of course Kevin has been a great help otherwise god knows how I would have got everything done in such a tight timescale,) as obviously I only get the one chance to get this right.
I drove home again in a downpour and at the Elfield Park Roundabout leading to the Watling Street V4 it was coned off with two Police Cars and Officers standing nearby, luckily I did not need to use that road presume there was an accident (although I couldn't see any thing) hope it was not too serious!

Shortlisting Interview Day

Saturday 30th July 2011
Arrived early at the Woughton Community Couincil offices in Netherfield knowing that I had a long day ahead of me getting the teas and coffees ready filling up the urn etc, Dan arrived first followed by Camilla and Veronica who kindly said when the selection process is over they would treat me to a meal for all my hard work.
They agreed with me on the layout of the room with cups and a jug of water ready for each candidate.
The rest of the interview panel arrived we were informed that one candidate pulled out the day before and another would still be out of the Country, so we would be hanging around as they would of been interviewed in the middle of the day which was bad planning on my part as I had set up the interview timetable if only I had a crystal ball.
I had also a few days earlier circulated the questions to the panel, and as there were more members than questions it mean't we all each had a break from answering a question depending on which candidate was being interviewed as we rotated the questions before each interview started.
The room was getting more stuffy and hotter as the hours were passing what a way to spend a beautiful hot and sunny Saturday.
After the interviews were finished we discussed the final shortlist and after a couple of votes we agreed that 5 candidates would go forward and that I would email the candidates along with those who did make it through.
On my way home I did my weekly food shop in a rush feeling so bad knowing that the candidates were waiting to hear from me but I had no food in the house.
When I got home I felt so exhausted I collapsed on to the sofa recovering looking at my watch thinking I must get my energy levels up to open up my laptop and send those emails, which after a couple of emails I did so.

First Hustings Meeting

Thursday 4th August 2011
I drove to the Coffee Hall Community Centre, on Garraways, Coffee Hall for the first Hustings meeting starting at 7:00pm.
There was a low turnout of party members, tables were set out in groups with a long table at the top with a Labour Party banner behind.
All candidates were in attendance and Camilla ensured there were a couple of candidates on each table to chat to party members.
As I do not live in the Milton Keynes South Constituency I was told that leaflets, phone calls and knocks on the door to party members has already taken place and at least two candidates have set up there own campaign websites.
Camilla had to be forceful to get the candidates to move to each table as they were so engrossed in conversation.
The candidates after a while were called up to see Camilla in a corner of the room to draw lots and sat at the top table in front of a numbered sticker on the table according to the number they had got.
Each candidate had three minutes to make a speech, one of the candidates lent his Blackberry which was passed down the line and the candidate about to talk had to press the green button to start the timer there were a couple of times when the technology did not work, and had to be passed back to the candidate for him to get it working again.
Most of the candidates stuck to their times but a couple had to be told by Camilla that there time was up.
Camilla thanked all the candidates and Kevin Dan and Ann for all their help and advice and to me for all my hard work.
I chatted afterwards to some of the candidates and one in particular amazed me when they come up to me with their leaflet and asked if I had a vote, I replied no as I live in the Milton Keynes North Constituency and then said I would not be needing the leaflet then which was fair enough but to cap it all asked what my name was and yet I was on the interview panel and had been sending them emails and letters!
I then left and got home weary at 9:00pm.

Sealing of the Ballot Box

Thursday 4th August 2011
I left work at 3:30pm in the rain which in one sense was a relief from the muggy sticky heat, I arrived first at the Labour Hall followed by Kevin and Dan, once in the office Kevin showed me a  postal vote pack which I discovered had the covering letter address with a different address on the postal vote form, so we divied up all 20 packs took the postal vote forms out and matched them with the covering letter addresses although there were at least three postal vote forms with the same address on.
Then we sealed them up ready for posting, Kevin gave me some labels and a thick green pen and said I had the neatest hand writing and could I write each candidates name on them, which I found a table in the meeting room and carefully wrote each name ensuring that I did not make a spelling mistake.
At last we got round to sealing the ballot box I was asked by Dan to sign my name on a label along with Kevin and Dan himself  he then opened up the ballot box and we all peered into to see that it was empty and he sealed the ballot box with our labels.
Kevin asked if I would go canvassing at 5:30pm at Emerson Valley, I told him I had to go back to work, all of the candidates had agreed to go in the pouring rain before going to the hustings meeting later on.
All in all I spent over an hour which was longer than I thought I would be there for and then drove back to work.

Going to the Labour Hall

Saturday 27th August 2011
As promised I left in plenty of time to go to the Labour Hall and make sure noboby turned up for the social event, as luck would have it I walked out of the house in lovely sunshine and when I got there the heavens opened, I sat in the car for ten minutes (nobody turned up) and left just as the sun started to break out.
Later in the day Camilla passed on an email from Andrew Pakes proposing to have a curry social at 6pm at the Rajdouth on Emerson Valley (Mohammed Khan a party member is the proprietor). I felt I may be going over the top but thought as Procedure Secretary, I should remain impartial and not attend an event by a lone candidate with his potential supporters just to stay on the safe side.

Social Has Been Cancelled!

Friday 26th August 2011
Had an email from Kevin yesterday to say that the social has been cancelled for this Saturday, due to a lack of interest, and forecast of rainy weather, a pity as I was looking forward to attending.
Veronica rang me today to say could I go to the Labour Hall at 2pm and wait for ten minutes in case someone turned up, which I said I could.
She also said that her and Camilla would take me out on the Saturday of the final hustings and vote later in the afternoon when it will all be over, to discuss how it all went, for a meal as a thank you for all my hard work (as promised) and to celebrate her birthday which I am looking forward to do.

Re: Standing in at The Labour Hall

Monday 15th August - Friday 19th August 2011
Kevin emailed me to say he was going away on holiday and would I mind going to the Labour Hall each day while he was away for the week on holiday, as the guidelines for the selection procedure state that all mail must be dealt with on a daily basis, my instructions were to open any mail addressed to me and if there were any applications for emergency postal votes, to pass on the reasons to Dan and Ann, and put any returned postal vote envelopes in to the ballot box and lastly deal with any answer phone messages, all of which I was happy to do as I had that week off.
There were two postal votes in total, which I put in the ballot box, the only other mail was Nigel Long's traffic survey returns, a couple of invoices, a cheque donation and someone who had sent the tear off slip from the credential letter for some reason, and lastly a letter from the Bretts, all left on Kevin's desk.

Media Interest

Friday 2nd September 2011
Had a phone call at work from a reporter at MKNews who wanted a photograph of the winning candidate and could I arrange something for Monday (I sent an email to Kevin and Dan later on in the day who said they will make the arrangements).
Camilla also rang me she had decided on a venue a Thai Resturant whose name I have forgotton and to cap it all a location in the City Centre after all that!
Wanted to know about the situation regarding Tellers and did I have a stop watch I suggested she could use my Blackberry as I'm sure it has one if I could not work it out perhaps Kevin and Dan could?
After getting back from Olney (my friend did not turn up was it me or her that got the date wrong?) I sent out last minute emails to Camilla on the arrangements, Kevin to confirm my list of names with his of postal voters (which I need to take with me tommorrow so as to be able to cross reference their signatures to their returned voting forms.),  Hannah O'Neill, to agree not to hold her surgery tommorrow so as to give me more time to get the venue and the time she needed to be there to help out.
Well the time is nigh nerves getting to me, I so badly want this to run smoothly I do worry at the best of times again I just wish I had more confidence in myself as others seemed to have in me, as I write this after watching Big Brother it is nearly 1am so now must get to bed, I fear a long day is ahead of me.

All Members Meeting

Thursday 1st September 2011
Got engrossed at home and the time ran away from me and I got to the Trinity Centre in Fishermead with minutes to spare.
When I got in the centre one of the candidates said he saw the Smurf film on my recommendation good to know that I have some influence.
All the candidates were there chatting to various party members, I sat down at the top table and got ready with my pad and pen with the agenda and supporting papers and the candidates sat in with the audience and were introduced by Camilla.
We covered items on Housing and the manifesto there then was a twenty minute break for the candidates to mingle with party members.
Camilla approached me and asked where I wanted to go for the meal on Saturday I suggested a couple of venues in the City Centre but they were unappealing to her, so she asked me to have a think about as she needed to book up by tommorrow morning.
Towards the end of the meeting I spoke on the procedures for the final hustings and vote and cocked it up and forget where the venue was and start time lucklily Jan Lloyd and Kevin came to my rescue, I just wish I can speak in public with more confidence at such meetings, as i'm sure my mind would not go blank on me I felt so incompetent although I did remember to thank Dan and Ann who sat at the back of the hall for all their assistance!
One member asked me what they needed to bring with them and I did reply a lot more confidently their membership card and a form of Id so not totally useless then.
Went up to a group of the candidates when the meeting was over, one had quite a severe burn to his hand apparantly he was holding a plastic cup that fell apart when someone else poured hot water into it that must of hurt, another gave his case on the voting outcome which was very charitable as he did not put himself as the winner, and again the same candidate as last time, came up to me asking me who I was and did I have a vote words fail me!
Two members said they had lost their accredition letters but I caught hold of Kevin who said that there were plenty of spares on the day so problem solved when I told them.
Before I left Kevin asked me to count out the donations put in a very large blue bin (as he forgot the usual donation bucket) and roughly give him a figure (all in all just over £70.)

Decision Day It Has Finally Come

Saturday 3rd September 2011
So the big day has finally arrived I drove to the Ridgeway Community Centre in Furzton to get there for 9:20am to help set up the room, I put out the chairs with other volunteers and then was asked to leave donation forms with envelopes on each one, I was introduced to the new trainee organiser and we swopped business cards.
A very bubbly young lady (who turned out to be the caretaker) needed to know something so I pointed out to her Dan who everytime she tried to talk to him someone had got to him first.
Kevin showed me the process of accreditating members, so we both did a double act him taking their acreditation letter off them, (or giving them another one if they had lost it or forgot to bring it with them which they then had to fill in and slowed everyone down in the process) asking for Id or their membership card (it did my ego a lot of good seeing my name on new members cards as they produced them), and telling me their name, and number of the slip given to them which they would have to exchange for a ballot paper later on in the proceedings, I then had to go through the printed off membership list and put the slip number next to their name (this was so it could be verified that the number of slips matched the amount of members who were given ballot papers and had voted.)
Party members started to arrive and at one point the queue was out the door I was trying to stay calm and keep up but it was a job going back and forth through the pages as the list was in alphabetical order.
I also had to refer to a separate print out list of members who paid their arrears in time to vote which amounted to two or three but caught me out when at first I could not see their names on my main membership list.
There was  a problem with one activist whose name was not on any of the lists so I got Dan and Kevin to look through in case I had missed him, but still his name was not on the lists, we also asked him if he uses other names, but no he did not, so sadly he could only observein the end.
Dan asked me if I had seen all the candidates come in but I said I had only seen four of them arrive so far, Camilla came out to find out if we had checked all the members in as it was after the 10:30am start for the meeting, but we still had a few more more to do, she also told me not to worry about providing a stop watch as Dan would be sitting next to her and letting her know when candidates were nearing the end of their allotted time, and the same for questions.
The trainee organiser bless her asked me and Kevin if we wanted a top up on our cups of tea (I did not have one in the first place but I don't often drink tea anyway.)
Camilla started the proceedings off, I decided to stay out in the foyer just hoping I did not have to tell latecomers that they could only observe luckily that was not the case.
I could see from the holding room candidates either pacing up and down the room, or chatting in groups, and different ones constanly either going in the kitchen making a drink or going out to the toilets!
One of the candidates made me a cup of tea, and I chatted to a couple of them from the serving hatch.
There were three kids who had left the hall and were then chatting loudly in the foyer or in one of the cloakroom alcoves or the corridor I was unsure whether to nicely tell them to be quiet but they didn't seem to bother any one.
Lots had been drawn earlier and Kevin had the job of going to the holding room and bringing a candidate out wishing them good luck, and when the previous one had finished taking them back to the holding room.
One member during questions asked me if she could use the toilets, I said according to the rules if she left she could not vote, but I said I will ask if a comfort break could be provided, she was not happy, and she left (I was told that she had said to someone that she was not planning to stay throughout so I felt a bit better but also angry that she thought I was being differcult.)
Kevin did ask for a comfort break and then a coup started to develop when a few more members said they wanted one and apppluase broke out when some threatend to leave, so in the end they got their way!
Once all candidates had finished their speeches and answered questions the vote took place, myself and Kevin sat at the top table and we both took members voting slips and gave them their ballot paper it was a mad rush, the trouble was most of the queue was just going to Kevin so I shouted out that they could also come to me to get the queue moving quickly.
Myself and Dan counted the voting slips to see that we had 66 returned minus one (which thankfully we did), and it was about a total of 85 members that had voted including the postal ballots.
Dan asked me for the postal vote applications so that the signatures could be cross referenced with those that had been returned (I had forgotton to take them in with me when I first arrived so I run to the car to get them.)
Then Dan put the ballot boxes on the top table and the five tellers took their seats, first they had to open the postal ballots take out the forms and leave the sealed ballots to one side, all signatures checked, and then all envelopes were opened and the ballots mixed up with the rest of the votes.
Each teller was asked to count a particular candidates votes, luckily there was a clear winner so it did not have to go to another round of counting.
Whilst this was all happening all the candidates were gathered round including some curious members watching the count with interest I did for a bit but also got chatting to a candidate and other members as I was now really not needed.
I followed Dan, Ann, Kevin and the candidates from the hall to the holding room, for the announcement that Andrew Pakes was the clear winner with over 50% of the vote.
All there was to do now was to get all the candidates back in the room and Camilla thanked them all and announced the winner, followed by Andrew saying a few words.
Afterwards there was a bit of a debate whether the other candidates wanted to be included in the group photograph afterwards, which they did in the end, and on the way out members were asked if they to would like to be included in the photograph and if so could they take off Kevin a "Milton Keynes for Andrew Pakes" poster or a "Vote Labour" board.
(Kevin had printed off the same poster in advance for all candidates so he was ready for whoever had won for the purposes of the photograph.)
I took a "Vote Labour" board and stood next to Andrew but he said he needed a woman standing next to him as the front row just had lots of blokes in it so I was pushed to one side and a woman was duly put next to him.
The trainee organiser took the picture followed by each candidate for next years Council elections, with Andrew individually.
I was asked by her if she could have my "Vote Labour" board for a candidate which I did.
A few members afterwards thanked me for everything and said how organised it was and how well it went, which was such a relief to hear, Dan also personally thanked me which was a nice touch.
Everyone started to drift away and a few of us were left to put the tables and chairs back.
Myself Kevin, and a member who helped out as well, (after chatting to him it appears he is a new member so I gave him my card welcomed him to the party and thanked him for all his help, he said it was no problem as he couldn't leave anyway as his car was blocked in!) were the last to leave at about 1:30pm, the caretaker (someone else this time) asked how everything went.
After chatting to Kevin for a while I drove to the Furzton Local Centre bought myself a paper and a sandwich and left feeling on a high after being so nervous most of the morning.

Later in the day Veronica rang to say that the Taxi will be picking up at about 6:55pm, the table had been booked for 7:30pm.
The irony was not lost on us that we were going to a new Brasserie called Cameron's which had only been opened for just over five weeks at Odells Yard off Russell Street in Stony Stratford, the food was marvellous, the service very good, and the decor was tasteful the owners looked so young.
We had a good chat and left about 11:00am, but had a bit of a wait for the taxi.
All in all a nice end to a very tiring but satisfying day.

Conclusion

Sunday 4th September 2011
See below my feedback to the NEC of my views of the whole process now that it is all over:

First of all I would like to say it has been an honour to serve as the Proceedures Secretary for this new Selection Process the second CLP I believe after Corby to do so.
I would like to thank everyone from the Selection Committee for all their help I could not have done this without them, including Kevin Wilson as the Organiser and Dan Simpson (Regional Organiser) and Ann Black (NEC Representative and Observer.) Last but not least the tellers on the day itself to ensure the vote went smoothly.
I had not appreciated the amount of work and time involved as I have said earlier,I am not sure though however how to scale back on the procedure (but was glad to hear from Dan that for really unwinnable seats there would not be so much procedures to go through,) but perhaps this needs to be looked into for marginal constituencies or others were we have a shout of winning, it is a good thing that the Party is being more professional in how it conducts selections, and to ensure equality and fairness in the process, it is important that no matter your background disablity or finances that every shortlisted candidate has a fighting chance of being selected and thereby ensuring that the PLP has a better balance of MP's from all walks of life.
It would of been nice to also have had a better cross section to have been able to choose from, the candidates we did shortlist were of course excellent but very young (apart from dare I say it one mature candidate) it would of been good to of had some more older candidates, ethnic minorities and women, again sadly I don't have all the answers but somehow the party needs to consider how this can be improved on.
I think it would be useful as well as having the Procedures Pack (which is helpful overall and covers most things but from my own personal experience I found was not easy to find everything in one place or set out everything that I needed to do) to have another pack with templates of emails that have to be sent off to candidates etc and a bullet point list of the duties of the Procedures Secretary so at least they know at first hand what is involved, (I am more than happy to assist Victoria Street on this if it would be of help as I have kept everything in one folder.)
It would in some respects been good to have had a longer process as it was unfair on me and the Organiser to get things done in some cases under quite differcult tight deadlines, if the local party did not have an Organiser to help me, what with myself working full time some things just never would have happened. Also it mean't less time for more hustings and social events for candidates to meet members and may have got a higher turnout, even though candidates leafleted, had websites, emailed and rang or knocked on doors, by hearing more speeches from the candidates or chatting to them together, it may have brought more differences out on policy, their personalities, or outlook on how they would be as campaigners (all conjecture I know and perhaps may not have changed the result in any case.) I appreciate that organising more events does equal more work.
I am glad to see that there is a more define criteria in the issuing of postal ballots I was concerned that the granting of them and the reasons for absences allowed appeared more to be on interpretation and oppinion, and could of come back to haunt us.
Lastly the Final Hustings and Selection all went very smoothly and I cannot fault any of the proceedings on the day, apart from which I say in a light hearted manner about the issue of a couple of comfort breaks.
I hope that this has been of some use to you.
